Mistral broke "sovereign AI" into three purchasable things, and started hosting somebody else's open-weight model.

From the Aug 12, 2026 daily brief

On August 11 the French model company announced a set of moves: regional endpoints are now generally available, letting customers choose whether inference runs in Europe or the US to match data-residency and regulatory requirements; a new priority tier is in public preview with committed service levels and an uptime guarantee; and the third carries the most weight — its platform will support third-party open models, starting with GLM-5.2 from Z.ai, a Chinese frontier lab whose GLM series ships open weights, running on the same infrastructure, regional controls and service commitments as Mistral's own models. At the same time it is assembling multi-year commitments from an anchor group of enterprises, aggregating long-term demand into "European Compute Units," with a target of up to 1 GW of capacity by 2030 (the announcement). The change of direction: a model company repositioning itself as the compliance hosting layer for regulated customers rather than only a model supplier — which is the other side of item 5 above. The more compliance variables the EU adds, the more this intermediary layer is worth. ⚠️ The capacity target is a commitment, not an accomplished fact; the announcement gives neither contracted value nor capacity already built.
